What are quiet hours?

Quiet hours are the times of day when telemarketing and collection calls are not allowed. Federally, telephone solicitations are barred before 8am and after 9pm in the called person's local time, and some states set narrower windows or ban calls on Sundays and holidays.

The federal window comes from the FCC's TCPA rules and the FTC's Telemarketing Sales Rule. Regulation F applies the same 8am to 9pm window to debt collection calls. Florida, Oklahoma, Maryland and Washington are among the states that end the window at 8pm, and others restrict weekend calling, so the strictest rule for the recipient's state wins.

The time that matters is where the person you call is, not where your team sits. For numbers in states that span two time zones, or mobile numbers that moved with their owner, the safe approach is to call only inside the hours allowed in every zone that could apply.
